Applicant revises place-of-assembly proposal after neighbor concerns; board grants public hearing

An applicant seeking a conditional use permit (CUP26-0005) for a place of assembly and worship north of Coeur d'Alene described events intended for the site and presented a revised scope after community concern.

Staff said the original proposal allowed up to 125 people per event, used an existing barn for certain events, and planned portable restrooms and caterers to support gatherings. During the agency comment period staff reported no agency objections, but staff said the public comment period produced 12 comments in opposition focused on compatibility with rural character, wildfire risk, noise and traffic.

In response the applicant revised the proposal: reduce maximum occupants for events to 99, change operating hours from 10 a.m.–10 p.m. to 10 a.m.–8 p.m., limit events to Saturdays with one event per day, propose a 7-foot earthen berm around the event area and install decibel monitors at the property edge to help enforce noise limits. Staff described wildfire-mitigation best practices supplied by Northern Lakes Fire District and said the highway district measured site distances and concluded approach standards were met.

The hearing examiner had recommended denial on compatibility grounds, noting reasonable minds may differ without additional code guidance. The applicant asked to present to the board; after discussion the board voted to grant the applicant a board-level public hearing so the applicant could address compatibility concerns and the examiner's findings.

The board's action advances the administrative record to a board hearing; no final CUP decision was reached at this meeting.
