Commissioners discussed whether staff should review city comprehensive plans and supporting materials to confirm that cities have accounted for service capacity and public-safety needs associated with proposed AOI expansions. One commissioner warned that unchecked expansion shifts costs for services to the county and asked staff to scrutinize city demonstrations of capacity.
Staff confirmed that public hearings are required to establish an AOI and said it could include a review of city plans in its recommendation to the board. The board directed staff to schedule hearings and to provide a recommendation that addresses standards and service capacity where appropriate.
