Norton Shores Council approves fireworks permit, awards contracts for training center, intersections and services

Norton Shores — At its July 7, 2026 meeting, the Norton Shores City Council unanimously approved routine minutes and a consent agenda that included a fireworks permit for the Wings over Muskegon event and a series of contract awards for public-safety facilities, road improvements and technology services.

Council Member Hylland moved to approve the consent agenda, a motion supported by Council Member Fisher that carried unanimously. The council then approved a set of separate motions to award construction and service contracts: Peerbolt’s Inc of Zeeland for HVAC work on the Public Safety Training Center ($29,750); Quality Doors Inc of Muskegon for garage-door replacements ($16,572); Wirtz Electric of Muskegon for electrical materials and installation ($21,950); OCV Apps of Opelika, AL to provide a custom government app ($16,611.75); and Wadel Stabilization of Hart for intersection improvements at Grand Haven Road/Sternberg and Harvey Street/Sternberg ($1,075,000, including a 5% contingency) with an amendment to the FY 2027 TIFA Fund to cover the expenditure.

The council also approved J. Ranck Electric, Inc of Mount Pleasant to install traffic signals at Airline Highway and Airport Road ($95,261.37); a contract renewal with Motorola Solutions at $69,297 for the first year (five-year total $252,402.05); and a two-year extension to the Airport Rescue and Fire Fighting (ARFF) agreement with Muskegon County for $230,000 in year one and $265,000 in year two. Each motion listed a mover and a supporter and was recorded as carrying unanimously.

Why it matters: the council’s approvals fund near-term infrastructure and public-safety work and adjust the FY 2027 budget (notably the TIFA Fund amendment for the intersection project). The decisions set contractors and funding in place so projects and services can proceed in the coming fiscal year.
