Belgrade council advances McMillan annexation and zones property mixed residential

The Belgrade City Council voted on July 6 to advance the McMillan property annexation and to approve first-reading zoning that would designate the site Mixed Residential upon annexation.

Brad Stein, senior planner for the City of Belgrade, told the council RC Properties LLC submitted a petition to annex the McMillan parcel and asked that it be zoned Mixed Residential under the city's future land-use designation. Stein said a draft ordinance was included in the meeting packet and requested the council set the final hearing for July 20, 2026.

During the public hearing, Kevin McNealis of Horseshoe Meadows said residents are not opposed to the proposed subdivision but asked the city and developer to consider neighborhood character; he said he would meet with the developer and city planners to discuss details. Deputy Mayor acknowledged the written comments and encouraged continued coordination between residents, staff and the developer, noting zoning is only a high-level step prior to preliminary plat and utility work.

A council member moved to approve the first reading: "upon annexation into the City of Belgrade, the McMillan property be zoned mixed residential district as defined by the Belgrade zoning ordinance and sent the final hearing date of 07/20/2026." The motion passed unanimously. Later in the meeting the council adopted Resolution 2026-13 approving the annexation and annexation agreement; the agreement requires the developer to construct road and utility improvements and to identify and convey any associated water rights to the city as part of the annexation conditions.

The council set the final hearing date for July 20, 2026 and directed staff to continue working with the developer and nearby residents on project details.
