County approves capital fund, routine contracts and facilities work in July 9 session

The Delaware County Board of Commissioners on July 9 approved a series of administrative and fiscal measures, including creation of a capital development fund, supplemental appropriations and multiple service contracts for county facilities and operations.

Justin Nabi, director of finance, asked the board to create a capital development fund within the county chart of accounts under ORC 5705.13 and to transfer cash into the fund; Resolutions 26-480 and 26-481 were approved. Nabi also presented supplemental appropriations tied to recent debt refunding that county staff said will lower costs over the life of the bonds (Res. 26-483). The board advanced funds for two Community Development Block Grant projects and said the monies will be returned to the general fund in the fourth quarter (Res. 26-484).

Facilities director John Melvin presented several service agreements: replacement of two failing condensing units and coils at the Carnegie Building with Elite Air LLC (Res. 26-485); replacement of carpet in high-traffic courthouse areas through GGC Wholesale Flooring via Omni Partners (Res. 26-486); and office furniture purchases for the Willis Building renovation (Res. 26-487). Melvin said the Willis renovation phase 2 work is scheduled to be completed before the fall election period to avoid interfering with election operations.

The board also approved a subscription agreement with KodiX (doing business as Guardian RFID) for inmate tracking and monitoring hardware and software designed to digitize jail logs and reduce paperwork (Res. 26-490). Finally, the sheriff's office asked the board to establish new funds and organizational keys to segregate grant receipts and related appropriations; Resolution 26-491 passed.

All listed resolutions in these items were moved, seconded and approved on unanimous votes.
