The Mapleton City Planning Commission on July 9 approved the preliminary plat for The Hollows subdivision, a multi-phase development proposed on roughly 56 acres that would create 62 lots under the adopted PRC zoning.
Sean, the city staff presenter, told commissioners the city council approved a rezoning in May that allowed a planned residential community (PRC-10) with a capped density of 63 lots; the current preliminary plat request proposes 62 lots and would use 20 transfer-of-development-rights (TDRs). Sean said the proposed phasing limits construction to phase 1 (about 23 lots) until an additional connection is provided, and that the plat shows approximately 7.5 acres of dedicated open space where the ordinance requires at least seven acres. He also said roughly 24% of lots meet the one-acre minimum, exceeding the 20% requirement.
Commissioners asked about trail dedications and connectivity. Sean said the city trail will run through the site and that the plat will include the dedication for the trail as part of the applicable phase; the deed for the trail has not yet been finalized but will be addressed during platting and DRC review. An applicant representative said the proposal is virtually unchanged from the previously approved zoning.
A nearby resident raised a question about a road name shown in the developer memo; staff clarified the loop road will have a separate name and that the reference in the mailing was a point of confusion. Because the item was an action (not a public hearing), the commission proceeded to a motion.
Committee member S5 moved to approve the preliminary plat subject to addressing outstanding DRC comments; S6 seconded, and the commission approved the plat unanimously. Staff said final plats and outstanding technical comments will be resolved by the DRC and staff-level review before construction.
Next steps: applicant to address DRC comments and record final plats for each phase as connectivity and conditions are met.
