Commission agrees to pay $43,200 engineering estimate for Park 1 waterline after town requests assistance

Delaware County commissioners on July 9 agreed to pay an engineering estimate of $43,200 so Yorktown can complete design work to fix a waterline leak under State Road 332 that threatens the county’s Park 1 second-entrance and paving project.

Erin Hurley, representing the town of Yorktown, said staff located the leak under McGalliard and identified the issue as a failed inner pipe inside a metal sleeve; the town has committed up to $45,000 for related work but requested the county fund the design and ultimately to assist with the repair. Hurley said the leak serves one existing customer, North Edge Steel, and that the town’s engineers estimate a significant engineering cost before a full repair estimate is available.

County staff and commissioners emphasized completing the county road project as a priority and discussed temporary mitigations to allow the county’s contractor to finish sections of the work while engineering proceeds. The county’s engineering lead said jack-and-bore casing work could be costly and that vendor availability may affect timing. Commissioners approved paying the engineering estimate to American StructurePoint so design work can proceed while further cost and procurement details are developed.

Commissioners asked the town to retain its $45,000 allocation and signaled a preference to explore cost-sharing or reimbursement arrangements once the scope is defined.
