RTC awards $3.17 million Mason Valley paving contract, approves testing and 10% contingency

The Lyon County Regional Transportation Commission on July 9 approved awarding the 2026 Mason Valley Pavement Maintenance Project to Sierra Nevada Construction (SNC) for $3,174,007 and authorized related testing and contingency measures.

Roads Director Dustin Homan told the commission SNC was the lowest responsive bidder for the work covering about 63 miles of paving and chip seal. Homan said last year’s RTC project in Mound House and Dayton was delayed by cold weather but work resumed at the end of May and was recently completed, framing the timing for this season’s work.

The commission also approved a testing and inspection contract with Lumos & Associates for $173,250. Homan said Lumos operates a laboratory at NDOT (Nevada Department of Transportation) in Fernley that can provide test results in time for crews to accept or reject loads on arrival based on viscosity, aggregate and chip cleanliness testing.

To manage potential scheduling and scope changes, the board approved a 10% contingency for the project and authorized staff to sign project-related documents so contractor schedules are not delayed while awaiting subsequent board meetings. Homan noted Sierra Way will be removed from the contract by change order because a maintenance agreement with T&D Power requires the utility to reconstruct the roadway after a substation is completed.

All motions related to the project—award to SNC, approval of testing services and the contingency and delegated signing authority—passed on 4-0 recorded votes. There was no public comment on the items.

Next steps: staff will finalize contracts and execute testing and quality-control procedures before paving begins.
