Summerville council approves minutes, multiple second readings and several first readings; two members recuse

At its July 9 meeting, the Town of Summerville Council approved administrative and legislative housekeeping items including minutes and multiple ordinance readings.

Council approved the minutes from the June 11 council meeting and standing committee meetings by voice vote. Members moved to approve items b through g for second and final reading and the motion carried on a voice vote. The Clerk introduced item a, a first-reading annexation ordinance for TMS 1361204056 (927 Central Avenue, approximately 1.11 acres) requesting rezoning from CG (General Commercial in Dorchester County) to GB (General Business) upon annexation to the town; two council members announced recusals from items a and b before the readings proceeded.

The council also approved first readings for item 8a and item b (zoning for the TMS parcel) and advanced item c, an amendment to Chapter 12 (Environment), Article 2 (Noise), which was submitted by Councilmember Johnson and moved from the public safety committee. A council member noted the noise ordinance may require "tweaks" before second reading.
