County engineer details road, airport and development updates and urges traffic analysis before roundabout funding

Gary Poole, who identifies himself in the meeting as the county engineer, gave the commission an update July 9 on multiple ongoing infrastructure and development matters, and he emphasized the need for traffic data before the RDC commits capital for a roundabout tied to an I3 proposal.

Poole said crews are doing road hardening between 7 and 8, utilities are being installed, and work is planned to transfer to 500 North and 400 West. He said some projects have been delayed or are running into billing/timing issues but that construction remains "underway." "We've already made it miserable out there. We're just gonna do all the work at once to do it at once," he told the commission.

On the potential roundabout connected to an I3 warehouse, Poole said whether RDC funds should be used depends on traffic volumes and safety thresholds. "If it gets below d, I'm going to be as the county engineer saying this develop is unsafe for the public," Poole said, stressing that a traffic analysis and level-of-service study (the A–F scale used in MUTCD/AASHTO standards) must guide funding decisions. Commissioners discussed developer contributions; the transcript records an $875,000 developer commitment mentioned during the conversation, while estimated roundabout costs were described in discussion as "3 to $5,000,000." Poole and other members said they would require a formal traffic study and clearer project details before recommending putting money back into the project budget.

Poole also mentioned airport repairs and other local economic-development activity; he advised the commission to watch a July 21 commissioners' meeting for potential formal requests and said some capital programmed for the RDC this year may shift into next year because of timing. On public-safety and operational expenses, the commission discussed an appropriation the county council made for a $110,000 911 operator in the TIF area and whether the RDC could fund that operational cost; Poole said the group "has the ability to do it now" but not the obligation, and noted reimbursement structures (for example with Amplify Hancock) may render some items net-zero for the RDC.

Poole framed decisions around technical standards and safety: the commission should "see what type of development it is and do the traffic analysis" before altering programmed funds or committing to infrastructure spending. The commission agreed to await formal proposals and supporting traffic analyses before advancing roundabout funding or renegotiations.
