Wiggers urges denial of bond releases as commissioners hear Terra Vista drainage update

Wiggers, representing the VISTA Homeowners Association, told the Williamson County Planning Commission that Jones Company has not completed promised work in the Terra Vista subdivision and asked the commission to deny any release of bonds for the company.

"They are not going to fulfill all of their obligations," Wiggers said, adding that the HOA had been told by Jones Company's attorney that some obligations would not be met. "We would respectfully request that anything having to do with Jones Company's release of any bonds be denied forthwith." Wiggers spoke during the public comment period after commissioners added a non-agenda item to the meeting.

Brett Thany, with True Land representing Jones Company, gave the commission a construction update. "Everything's been done. There's one head wall that needs to be touched up as a little erosion around it. It should be done tomorrow," Thany said, and described work on base stone, binder and top coat schedules that are weather-dependent. He said phase 1 grading work has been largely completed and that crews are addressing remaining items on Long Lane.

County staff member Scott provided a list of open issues spanning sections 1 and 2, including detention basins, street inlet stormwater pipes, riprap aprons, remaining ponding and the need for a mailbox kiosk site plan that staff first requested in February. Scott said several items are progressing but that 13 open items remain on the log and that vegetation and stabilization must be confirmed before final closeout.

Staff and the developer also discussed depressions noted during recent inspections. Scott said the May inspection photos indicate at least one active feature in the field and that he has not yet received a geotechnical solution. Thany said initial geotech reports had described early features as "dropouts" and that crews had returned to repair them, but Scott said the current condition appears active and that he expects a geotechnical follow-up to determine whether regrading or engineered stabilization is required.

Scott warned that some areas in phase 2 appear steeper than the approved 2:1 slope in places and recommended a geotechnical assessment rather than wholesale regrading, noting past landslides as part of the concern. A commissioner asked for clearer schedule visibility; another asked staff and the developer to provide a Gantt chart or comparable timeline of remaining tasks so the commission can track completion.

On the question of an irrigation pump the HOA raised, Thany said Jones replaced a pump more than two years ago and that the HOA later sought reimbursement. A commissioner clarified the county does not bond irrigation systems as part of road/drainage/erosion control bonds, so repair or replacement of irrigation equipment may fall outside the bonded scope.

The developer estimated the remaining physical work could be completed in five to ten days if weather permits. Commissioners accepted the update and asked staff to pursue the outstanding geotechnical follow-up and provide clearer schedules for the remaining items.

The record does not show the county taking immediate action to block any specific bond release at this meeting; Wiggers' request that all Jones Company bond releases be denied was entered during public comment and taken under consideration by the commission.
