Committee hears proposal to study a Delaware healthcare apprenticeship degree program

Chair introduced House Joint Resolution 13 directing the Department of Labor to study the creation of a Delaware Healthcare Apprenticeship Degree Program and to report findings and recommendations to the governor and the General Assembly.

The resolution seeks to address workforce shortages in nursing, medical assisting and behavioral health by creating paid clinical placements that allow trainees to complete required schooling while working. The study is to consider funding through Delaware's federal rural health transformation program award and coordination with awards administered by the Department of Health and Social Services.

Carling Ryan, speaking for the Delaware Healthcare Association on behalf of hospitals and health systems, said association members already invest in work‑based learning and urged the state to collaborate with the association and the 1st State Health Leaders Alliance to ensure any new program complements — rather than duplicates — existing workforce initiatives. "We remain committed to serving as a partner with the state and members of the General Assembly as healthcare workforce initiatives are developed and implemented," Ryan said.

Committee members did not record final action on the resolution during this meeting; the item will move forward as the legislative process requires further staff review and any subsequent committee scheduling.
