Board approves Ziner application for two boat lifts with survey condition

The Worcester County Board of Zoning Appeals on July 9 approved an application to install two boat lifts at 13013 North Shore Road, a triangular lot at the end of a canal, subject to conditions requiring a final pilings/encroachment survey.

The applicant and agent said the property is uniquely shaped, that similar vertical lifts exist on neighboring lots, and that they had obtained or were pending Maryland Department of the Environment shoreline permits and letters of no objection from adjacent property owners. The applicant provided a boundary and riparian survey and said the lifts are vertical so lateral force and navigational impacts would be minimal.

Board members and staff discussed placing pilings in the correct location and asked for a resurvey to verify setbacks after installation. Members proposed and agreed on a condition (discussed as a one‑year verification window after completion) to ensure the pilings and lifts comply with the approved encroachment and setback requirements. With those conditions discussed, the board moved to approve the case.

Approval was conditioned on completion of required state and county permits and on submission of a final survey verifying the pilings’ locations within the agreed plan.
