Commission debates $1.3 million landscaping renewal covering select ALDOT interchanges; considers exit options

The commission discussed a one‑year contract renewal with Rotolo Consultants worth $1,315,241.50 for landscaping, mowing, pruning and litter pickup at selected ALDOT interchanges, work that began as part of the World Games gateway project. Commissioners questioned geographic equity, the county’s long‑term obligation and whether the county should continue to subsidize maintenance for interchanges that mainly benefit municipalities.

Chair raised cost‑per‑resident comparisons and noted that many interchanges across Jefferson County are not currently maintained. County manager (speaker 13) said the contract was bid with a multi‑party agreement that splits cost roughly four ways (UAB, the city of Birmingham, ALDOT and Jefferson County). “There’s a multi group agreement with UAB, the city of Birmingham, and ALDOT,” the manager said, and noted the agreement includes a 90‑day cancellation clause.

Staff recommendation was to approve the renewal and, if desired, negotiate exit terms with partner entities so the county could withdraw without disrupting services. Commissioner comments emphasized the expectation that homeowner associations and partners adhere to maintenance obligations and that if the county exits, staff should communicate plans with partners. The commission agreed to set item 36 for separate consideration and review details with partner agencies.
