Franklin County amends travel and claims policies, approves FY2027 CICS employee MOUs

The Franklin County Board of Supervisors on July 7 approved policy changes limiting certain reimbursable expenses and adopted Memorandums of Understanding for CICS employees for fiscal year 2027.

By resolution the Board amended Handbook Section 2.9 (Reimbursable Expenses/Credit Cards) to add guidance in the 'Reimbursable Travel Expenses' section: meal expenses will not be reimbursed if the employee has access to a continental breakfast at lodging or if the meal is part of a seminar, conference, or an approved meeting. The resolution also requires that agendas be included when submitting expense reimbursement claims; if no agenda is available, that must be noted on the claim form. The motion carried on a roll-call vote: Ayes — Lukensmeyer, McVicker and Vanness; Nays — none.

The Board also approved a companion resolution amending the General Policies & Procedures Manual Section 2.6 (Franklin County Claims Processing Policy). The change adds the same meal-reimbursement and agenda documentation requirements to the claims process. The full resolutions were noted as available from the Auditor’s office or the county website.

Supervisors additionally approved Memorandums of Understanding for CICS employees for FY2027 by voice vote; the transcript records the motion and unanimous approval but does not provide the MOUs' financial details.
