Richmond council adopts solid-waste intergovernmental agreement and police grant subaward

The Richmond City Council unanimously adopted two ordinances at its Nov. 12 meeting, approving regional and public-safety agreements the city says will support hazardous-waste collection and police preparedness.

In the first action, Council enacted Bill No. 24-23, authorizing an intergovernmental agreement with the Mid-America Regional Council (MARC) Solid Waste Management District to participate in the regional Household Hazardous Waste Collection Program. The ordinance passed on first and second readings by title with an 8-0 roll call vote. City Clerk Saige Mason read the bill by title prior to the vote.

The council also adopted Bill No. 24-24, approving a subaward agreement between the Richmond Police Department and the State of Missouri for funding administered through the Missouri Department of Public Safety’s State Homeland Security Program (SHSP). The ordinance authorizes the mayor to execute the subaward; it passed 8-0 following title-only readings.

Both measures were moved and seconded during the Nov. 12 meeting and carried without recorded opposition. Councilors cited routine committee processing and staff recommendation when advancing the items to the full council.

What happens next: The mayor is authorized to sign the SHSP subaward, and staff will proceed with any implementation steps required by MARC for the hazardous-waste program. The council did not record any funding detail or implementation schedule in the transcript beyond the ordinance approvals.
