Waterford Ethics Commission approves seating, minutes and $30.99 budget transfer; outlines records-storage steps

The Waterford Ethics Commission on July 7 approved three procedural motions and discussed records-retention steps for future commissioners.

The commission voted to seat alternate Paul Helvig after a motion by Cathy Patterson and a second from Alan Messier; Mr. Helvig abstained and the motion carried 5-0-1. The commission then unanimously approved the minutes of the April 7, 2026 meeting on a motion by John Scimone and a second by Paul Helvig (6-0).

In a budget housekeeping item, Chair Betsy Ritter said the Finance Director reported a $30.99 overage in the commission's budget. Cathy Patterson moved to transfer $30.99 from line item 10143-52030 (Professional Fees) to line item 10143-51210 (Clerical); James Wolfley seconded and the motion passed unanimously (6-0).

For records and future continuity, Chair Ritter outlined several steps: the commission's file cabinet will be kept at the Police Department with the shift supervisor holding the key; access to the cabinet is limited to the Ethics Commission chair and one other designated member. Commissioners agreed that future Advisory Opinions that can be public should be posted on the commission website. Chair Ritter also listed previous annual reports submitted to the Finance Director, a copy of the 2021 ordinance for reference, and a complaint timeline to be given to complainants along with the ordinance copy.

New business was limited to Commissioner John Scimone's offer to distribute model ordinances from other towns to help in drafting possible revisions. The commission adjourned at 7:45 p.m. on a motion by James Wolfley, seconded by John Scimone (6-0).
