Council approves TDOT partnership and up to $500,000 city contribution for South Willow right‑turn lane

The Cookeville City Council on June 18 approved a resolution authorizing the city manager to accept a Tennessee Department of Transportation (TDOT) proposal to construct a dedicated right‑turn lane on South Willow Avenue at Interstate Drive and to move the project forward in partnership with TDOT.

"TDOT has prepared design, plans, and has submitted a project proposal for the dedicated right turn lane project," said Mr. Ward, the staff presenter. He told the council the city previously committed to contributing up to $500,000 to construct the project and that TDOT prepared the design; under the agreement the city will relocate utilities, dedicate any necessary right‑of‑way, and maintain city facilities constructed as part of the project.

Council members praised the partnership with the state. One council member said that working directly with TDOT and contributing local "skin in the game" had expedited scheduling and delivery of projects in the past. Another council member noted the improvement should reduce queuing and improve traffic flow at the off‑ramp.

The council approved resolution R250812 to authorize the city manager to execute TDOT's proposal by a 5–0 vote. Staff said design plans have been reviewed by public works, energy, and water quality control departments, and that the resolution is the formal step TDOT requires to accept the city's participation in the statewide partnership program.
