Friends of Carlton Hall press for alternatives to front ramp, urge town to pursue variance

Friends of Carlton Hall presented an informal briefing to the commission raising concerns about a front‑facing earthen ramp shown in preliminary renderings for Carlton Hall and urged the town to pursue alternatives or an official variance to preserve the building’s historic front.

Annie Walker and Jan Frasier, speaking for the Friends of Carlton Hall, said the rendering’s earthen ramp and railings would make the building look heavier, lower and would alter the balanced symmetry of the entrance. Jan Frasier noted the renderings show the double doors being converted to a single door with sidelights and said "we are very concerned... that's changing the whole weight of the entranceway." She and other speakers asked the town to consider locating primary ADA access at an existing side entrance that adjoins the library side of the building.

Alan Fisk (East Dennis) told the commission the town’s architect default position tends to put ADA access at the main entrance in the absence of a variance and that the rendering is an "AI or Photoshop rendering" not representative of a code‑compliant ramp. He suggested the architect examine an alternative that routes access around the west end of the building; supporters said a formal variance application is possible and that similar projects (Jericho, etc.) had needed several months to work through the process.

Commissioners expressed broad sympathy for preserving the historic front and encouraged the Friends to coordinate with the Select Board, DPW and the town architect to develop alternatives and to pursue a variance if appropriate. The discussion was informal; no vote was taken.

Why it matters: Carlton Hall is a locally important historic building; neighbors and preservation advocates want to balance ADA accessibility with conservation of the street‑facing facade. The Select Board and DPW are the town’s client for the architectural work, so coordination is necessary.
