Milton Selectboard adopts Active Transportation Plan and Downtown Core Master Plan

The Milton Selectboard on July 6 adopted two long‑range planning documents intended to guide future transportation and downtown investment.

Town Planner Cassie LaFayette presented the final Milton Active Transportation Plan (ATP), noting seven clarifying edits that address project feasibility, e‑bike safety education and pedestrian amenities. The ATP was developed with the Chittenden County Regional Planning Commission (CCRPC) and VHB and was funded through CCRPC’s Unified Planning Work Program using federal transportation planning funds. According to the presentation, additional federal funds secured by CCRPC removed the need for the Town to provide the originally planned 20 percent local financial match. The board adopted the ATP as an official planning document; adoption does not authorize or appropriate funds for specific projects.

LaFayette also presented the Downtown Core Master Plan, developed with CCRPC and Framework and funded by a federal RAISE grant. The master plan lays out conceptual development scenarios, phased recommendations and implementation strategies to inform future capital improvements, redevelopment opportunities and grant applications. The Selectboard adopted the Downtown Core Master Plan as a guiding document, with the record noting that adoption does not amend the Town’s Unified Development Regulations or establish vested rights.

Both adoptions passed by unanimous vote; the board encouraged use of the plans by staff, commissions, partner agencies and applicants as funding and implementation opportunities arise.
