Council approves $42,780 amendment for East D Street construction inspection and change orders

The council approved Amendment No. 1 to the professional services agreement with MC Schaff & Associates to cover additional construction administration and inspection on the East D Street improvements project. The amendment adds $42,780, bringing MC Schaff’s total contract to $566,198.

Public Works Director Jeff Harkins summarized the project history: MC Schaff prepared design plans and entered a professional-services agreement in 2025 for construction administration and inspection. Since the start of construction the contract has required three change orders and additional inspection time; staff described the third change order (for the 30th Avenue/East D intersection) as proposed construction work to correct chronic stormwater drainage issues.

Don Dye, the MC Schaff construction manager, explained the requested funds cover additional hours for his and his inspectors’ time following schedule adjustments. He said the amendment includes roughly six weeks of additional inspection (about 300 inspector hours and 60 hours of his time) and that the firm bills for actual hours. Dye confirmed the updated substantial-completion date is July 31, 2026, although recent contractor schedules suggested the work could slide toward mid-August.

Harkins provided project cost context: the original construction contract with Eric Reichert was $6,075,831.58; prior change orders brought the total to $6,178,464.24. Staff told council there remains approximately $7,000,000 in available funding for the project after the amendment and change orders. The council approved the amendment by voice vote.

What’s next: MC Schaff will continue inspection through the updated schedule; staff will monitor contractor progress for liquidated-damages exposure after July 31 and return to council if additional funds or schedule changes become necessary.
