Commission discusses limiting public-comment time to three minutes, proposes 30-minute total cap

After land-use items generated significant public comment, Bedford County commissioners discussed how to manage future public-comment periods to balance community input and meeting efficiency.

Planning staff and commissioners said they often face many speakers offering similar remarks and suggested a structure that keeps remarks concise while allowing the board flexibility. A staff member suggested a possible rule: preserve the existing three-minute limit per speaker but set a maximum aggregate time for a given subject (an example offered was a 30-minute cap for the collective public comment on a single topic). "If you set a maximum time limit of, say, 30 minutes and then 3 minutes per person, I think that's reasonable," Staff member said.

Chair and other commissioners said the board retains discretion to extend or shorten time for an item based on the crowd and the need for the public to be heard, and they emphasized that comments must be germane to the proceeding. The board did not adopt a formal policy at the meeting but asked staff to work on guidance and to return with language for future action.

Why it matters
The conversation followed a lengthy public comment exchange on guest-house petitions in which neighbors raised concerns about precedent, density and infrastructure. A clear time-limit policy would give commissioners a predictable framework for future meetings and help manage lengthy forums on contentious items.
