Planning staff outlines how zoning appendices guide reviews and special permits

Planning staff gave a slide-based overview of how the department evaluates incoming development proposals using the municipal code appendices.

"Appendix A focuses mostly on permitted uses, Appendix B pertains to density and setbacks, and Appendix C pertains to parking standards," Saul Pina, senior planner in the zoning section, told the commission. He ran through case studies illustrating when a special permit or rezoning is used to allow conversions, higher density or parking reductions.

Commissioners asked technical questions about definitions and enforcement. Luis Zamora of Planning and Inspections cited municipal code section 20-2.436 to define a heavy truck as "every truck with a carrying capacity exceeding 2 tons." Staff said enforcement of on-street commercial-vehicle parking is typically handled by code enforcement, Streets and the police department, and recommended residents call 311 to report potential violations.

The presentation concluded and staff remained available for follow-up questions on how the appendices apply to specific future cases.
