Portsmouth board approves wetland permit for New Franklin Elementary additions to ease overcrowding

The Portsmouth Planning Board approved a wetland conditional-use permit for building additions at New Franklin Elementary School that will add approximately 535 square feet of permanent impervious surface within the 100-foot wetland buffer, the board said.

Ken Linchee, identified in the meeting transcript as "director of building rounds for Portsmouth Schools," said the work is the first phase of a three-year renovation intended to address current overcrowding and bring New Franklin’s facilities in line with other elementary schools. "This phase here before you is to begin the 3 year phase project," Linchee said, adding the district will use staged additions to shift students and create more classroom space.

Engineer Neil Hanson (Ty and Bond) described site constraints near the highway: the addition requires maintaining full-width access for emergency vehicles and resulted in removing four parking spaces; the design includes restoration and replanting of the 25-foot buffer with a conservation seed mix and installation of closed drainage components (deep sumps and separators) to redirect sheet flow away from wetlands.

Board members asked about PTA-owned sheds on site (the presenters confirmed they are district-owned) and about enrollment projections and catchment-area planning. Linchee said this is one of two planned additions and that the district coordinates projections with the planning board and city council to avoid returning for more extensive future expansions.

There were no public speakers. A board member moved to find the CUP met requirements under section 10.10.17.50 and to grant the permit with conditions set out in the staff memo; the board approved the motions.

Next steps: the school district and project team will finalize mitigation plantings and stormwater details required by staff conditions before construction proceeds.
