Committee approves board-of-review appointments, election-judge recertifications and travel reimbursement; clerk and veterans reports filed

The Kane County Public Service Committee approved several administrative items on Thursday, including a resolution authorizing additional appointments to the board of review, a resolution recertifying a slate of election judges, and travel expense approval for a county member to attend the National Association of Counties conference.

Mark Armstrong, regional supervisor of assessments, presented a resolution that allows the county board chair to appoint additional board-of-review members to help process tax hearings. Armstrong said the money to cover those appointments is already in the budget and that the appointments follow long-standing county practice. A motion to adopt the resolution was moved and seconded and passed on a roll-call vote with members recorded "yes" during the clerk’s call.

Clerk's office staff presented a brief budget and operations report. The clerk said the office extended approximately $1,700,000,000 in property taxes across about 200,453 parcels (a year-over-year increase of about 3.8%), is preparing for the November 2026 general election and has submitted IVRS grant expenditures that may yield reimbursement. The clerk’s office also described a summer schedule of equipment demonstrations and an August 11 open house to recruit election judges.

The committee moved and approved a separate resolution authorizing appointment/recertification of election judges. Board members asked about ensuring partisan balance at polling places; staff and members said procedures aim to have at least one judge from each major party where practicable.

The committee approved travel expenses by voice vote for Jared Sanchez to attend the NACo conference in New Orleans in July 2026; members discussed but did not require a formal written post-conference report, and one member offered to make a short presentation upon return.

Treasurer Lawson noted that budget numbers in the packet were being revised because of last-minute administrative changes; he invited members and the public to meet individually to discuss details. Veterans Assistance Director Zimmerman reported roughly 200 claims pending before the VA, nearly 400 claims filed this fiscal year, and approximately $5,000,000 in benefits delivered so far this fiscal year and noted that the Ride program is funded by ARPA and will need transition planning as ARPA funds sunset.

The committee placed routine reports on file and adjourned.
