Soil-and-water presenter: one Elgin solar farm and a large Hampshire development among recent land-use changes; committee asks for PI soil data

A presenter providing the Soil and Water Conservation District update told the Kane County Agricultural Committee on June 18 that the May natural resource inventory shows limited agricultural-to-solar conversion: one solar farm in Elgin and a notable residential proposal in Hampshire that would convert roughly 231.5 acres.

The presenter said most other land-use changes in the inventory were commercial, industrial or retail conversions, with two specific non-agricultural changes shown as a school and an auto service location. The presenter also noted that district staff and partners are conducting outreach, including a legislator bus tour to illustrate agricultural resources across the county and an upcoming author event and county-fair presence.

Chair Leslie Juby asked the presenter to provide PI (productivity/soil index) values for soils in the Hampshire parcel and similar developments so the committee can better measure impacts on high-quality agricultural soils. "I'd rather have the PI so that we actually know what the quality of your score is," Juby said. The presenter agreed to provide PI and LE index values to the committee.

Committee members emphasized the importance of having quantitative soil-quality data for decision-making and said the committee will use the information when discussing protections for prime agricultural land.
