The Buncombe County Juvenile Crime Prevention Council confirmed the slate of committee chairs for the 2026–27 fiscal year and discussed how committees should operate under the council bylaws.
At the meeting, planning chair Angie Garner said the planning committee reviews the YASI risk‑and‑needs assessment, recommends funding priorities and produces the annual plan that feeds the county request for proposals. "We review the YASI, the risk and needs assessment from the prior year, and we make recommendations for funding priorities for the next fiscal year," Garner said, describing a typical schedule of three to four meetings per year.
Council members debated whether to restore or formalize vice‑chair roles across committees. Supporters said vice chairs help with succession and scheduling; others warned smaller committees can make scheduling two leaders harder. The council agreed to revisit vice chairs in August to give members time to consider nominations.
The council sought verbal confirmations from the planning, monitoring and allocations chairs. Angie Garner confirmed she will continue as planning chair; Vanta Whitner confirmed for the monitoring committee; and Angel Redmond confirmed for allocations. A council member moved to accept the slate by acclamation; the chair called for ayes and the slate was approved by acclamation.
The meeting also included a brief motion to approve the minutes from the prior meeting. A motion to accept the minutes was seconded and approved.
Members were asked to consider committee assignments over the summer and to contact staff if they wished to nominate themselves as vice chairs. The council said it would revisit detailed bylaw language and committee membership rules at the August meeting before making structural changes.
