Rockland board reviews 20‑year WWTP plan and TID funding; must pick projects by April 23

MSA consultants presented two linked briefings to the Village of Rockland board on March 11: a 20‑year wastewater treatment plant (WWTP) facilities plan and a summary of funds the village could realize from its Tax Increment District (TID).

Matt Castillo of MSA outlined infrastructure needs and priorities for the WWTP over a 20‑year horizon. Kianna Lindh, also of MSA, explained projected TID revenues and how those funds could be applied to capital projects. Lindh told the board it needs to select which projects to include in the TID plan by April 23 so the village can align borrowing and construction schedules with anticipated revenues.

Board members did not adopt a project list at the meeting; staff and consultants will return with more detailed cost estimates and timing. The decision by April 23 will shape which WWTP and other capital projects can be financed with TID resources.
