Planning commission hears EDC bike‑pedestrian update, Antioch truck‑stop plans and membership concerns

At its July 8 meeting, the City of Washington Planning Commission discussed several non-action items under other business, including a preliminary Economic Development Commission (EDC) update on proposed bike and pedestrian connections, updates on a proposed truck stop at Antioch, and concerns about the planning commission's founding ordinance and current membership.

A commissioner said the EDC requested an informational spot on a future agenda to introduce a bike/pedestrian trail concept and early funding ideas. He described possible sidewalk work on parts of 3rd Street (to serve residents who use senior and family services) and East 21st Street to better connect neighborhoods to the commons and park.

On a separate topic, commissioners discussed a proposed truck stop near Antioch where developers have been conducting soil samples. The commissioner said coordination with INDOT and county road plans may realign entrances; "Love's called the owner of the driveway of Antioch and he's okay with coming off of a new road," the commissioner said, adding that the change would consolidate access and reduce traffic conflicts.

Commissioners also noted that wind-turbine proponents have explored buying land behind M and C Tech; the discussion suggested such land purchases alone may not trigger planning review unless development is proposed.

A staff member raised concerns about the commission's creation ordinance, which dates to the 1980s and still references 11 members. The staff member outlined the ordinance's original composition (members appointed by the city council, park board, board of public works and safety, the city engineer, citizen members and two county commissioners from outside city limits) and said the current membership and appointments no longer match that text. Commissioners discussed which seats have been dropped in practice (for example the city engineer) and the need for the city council to make appointments to fill vacancies and preserve party-balance constraints referenced in the ordinance.

No formal actions were taken on these items; commissioners said they would place the EDC on a future agenda for informational purposes if there is a relevant case, and the city council will need to address appointments noted in the membership discussion.
