Simsbury conservation commission directs staff to draft denial for proposed 689‑unit Hopmeadow Street development

The Inland Wetlands and Watercourses Commission on July 7 discussed Application CC #26-02 from SL Simsbury, LLC, a proposal to construct approximately 689 residential units at 200 Hopmeadow Street (Hartford South). Commissioners identified ecological and off-site concerns and directed staff to prepare a denial letter for legal review.

Assistant Town Planner Brittany MacGilpin summarized the application and noted the public hearing for the item had been closed on June 9, 2026. Commissioners expressed concerns about potential impacts to vernal pools, effects on wildlife, spill lighting, and other off-site impacts connected to the proposal.

Following the discussion, Vice Chair Jason Levy moved and Secretary Joseph Campolieta seconded a directive that staff draft a letter of denial incorporating the conditions discussed, have the Town Attorney review the draft, and return the item to the commission for a vote at a Special Meeting to be scheduled before July 14. The motion carried unanimously (6-0-0).

The minutes record that Assistant Town Planner MacGilpin will prepare the denial letter and bring the item back after legal review; the commission did not vote on the substance of the denial at the July 7 meeting. The Special Meeting date will be set to allow commissioners to act on the drafted denial after review.
