Board extends Windsor curbside food‑waste pilot through year end

Staff told the board the Windsor curbside compost pilot, which began last year, will reach 12 months in September and currently has 48 active participants. As of June 11 staff reported the program hauler (Compost Exchange) collected 4.27 tons of material and that the program has avoided an estimated 8.19 tons of CO2e; staff proposed extending the pilot to the end of the year at the same rate but with no new signups.

Board members discussed surveying participants to learn frequency of use, barriers to participation and why some signups show less consistent participation. A member recommended surveying both active users and those who signed up but did not participate to improve design if the program expands citywide. Staff said survey funds could be absorbed in the existing pilot line item.

A motion to extend the pilot through the end of the year was moved and seconded; roll call votes recorded all present members as voting yes and the motion passed. Staff clarified this affirmation uses funds already budgeted and does not require council action because it fits within the advisory board’s allocated line item.
