Brooksville land planning agency finds South Brooksville redevelopment plan consistent with city comprehensive plan

The planning and zoning commission, sitting as the city’s local planning agency, adopted Resolution 2026‑01 on July 8, finding the proposed South Brooksville redevelopment plan consistent with the City of Brooksville comprehensive plan.

A staff member read the resolution aloud and explained that the document presents a unified community redevelopment plan but must be processed separately by the city and Hernando County because Hernando is not a charter county and approvals must be adopted by each jurisdiction. "This plan presents a unified plan, so the city and the county can work together," a staff member said.

Why it matters: the resolution is a formal consistency finding that allows the city portion of the proposed redevelopment area to move forward. Staff emphasized the significant change in this version is a breakdown of tax increment financing (TIF) funds so that TIF revenue for the city portion will be spent within the city portion and county TIF revenue will be spent in the county portion.

One commissioner asked about two small parcels that appear excluded from both the city and county boundary lines; staff said those parcels were not requested by the steering committee when the boundary was drawn and may not qualify as blighted or deteriorated under the statutory criteria used to form a CRA. The chair raised concerns about the plan’s apparent 40‑year duration, saying, "We're voting on something that's gonna be 40 years into the future." Staff responded that existing CRA plans have been updated periodically in practice and can be amended, and that sunset or extension mechanisms exist for CRA timelines.

There was no public comment; staff noted no members of the public were present to speak. Commissioner S2 moved to adopt Resolution 2026‑01; the motion was seconded and the commission voted in favor with no recorded opposition. "Resolution's adopted," staff announced.

Next steps: staff said the CRA will review and make a recommendation to the city council, which will then consider formal adoption by resolution and an ordinance to create a trust fund; staff estimated the process could extend into October before final adoption.
