Village hires Bruce Boykin as building inspector; contractor bond and insurance proposals discussed earlier

The Village Board recorded two related developments about building inspections in 1982. In the first quarter, building inspector Paul Hemauer presented a year-end report recommending a small $200 bond on contractors to improve enforceability of the dwelling code, splitting the single village permit into separate general construction, plumbing and electrical permits (each with small bonds), and that the village provide liability insurance for the inspector.

In July the Board interviewed applicant Bruce Boykin for the village inspector vacancy. Boykin said state permit fees had increased and proposed to inspect village houses at a fee of $155 until the end of 1982; he requested the village provide liability insurance in writing and asked to be paid for permits started in a calendar year at the end of that year. The board moved to hire Boykin upon receipt of his fee schedule and written requirements.

Trustees instructed the clerk and attorney to follow up on insurance options and to ensure inspector fees and responsibilities were documented. The board also noted that if the village did not provide liability coverage, inspectors would be expected to obtain personal coverage and that inspection fees could be adjusted accordingly.
