Sherwood moves on roads, drainage and park projects; adopts speed and cross-connection rules

The Village of Sherwood used its 1983 meeting calendar to address several local infrastructure and community-amenity priorities.

Roads and drainage: The board accepted the Public Works Committee’s recommendation to award the Sherwood Forest blacktopping contract to the lowest bid meeting specifications and instructed engineers to solicit options for curb, gutter and storm-sewer work in the Escarpment Terrace/Palisades Drive area. The board authorized purchase and installation of load-limit and speed-limit signs to protect subdivision streets and recorded that manhole leaks and infiltration/inflow were a primary concern; the utility and engineering firm Foth & Van Dyke prepared specifications and recommended PVC replacement pipe and targeted manhole repairs.

Parks and community uses: The Park Committee coordinated tree planting and a ball-diamond fence installation. The board discussed repurposing DNR park grant funds toward a volunteer-built shelter and approved seeking DNR guidance; in December the board accepted an approximately one-half acre gift of land from Frank Schneider for park use under recorded deed restrictions allowing passive recreation but prohibiting buildings and motorized access.

Ordinances and public health: The board approved an ordinance establishing village speed limits (25 mph generally; 35 mph on Clifton Road), to take effect Sept. 1, 1983, and the Water & Sewer Utility adopted a cross-connection control ordinance to prevent water system contamination consistent with Wisconsin administrative code. The cross-connection ordinance grants utility inspectors access for inspections, allows water discontinuation for unresolved violations and references state plumbing code standards.

Budget and implementation: Many items — curb and gutter options, storm-sewer assessments and blacktopping — were framed as projects that may be partially assessed to benefiting property owners under past village policy. The board set spending limits for the Public Works Committee on emergency or time-and-materials work and asked for bid packages to be returned for formal award and assessment determinations.
