Committee authorizes fence at animal-control pad if cost stays below $5,000

The Coffee County Capital Outlay Committee voted to authorize Craig to install a fence enclosing a concrete pad at the county animal-control facility, provided the total cost remains below $5,000, a committee member said.

Craig described the proposed footprint and said donated funds would cover the work; he estimated the project would cost about $4,000–$5,000. Committee members discussed procurement thresholds and whether three bids would be required. One member moved to permit the work if the price is under $5,000 to avoid the three-quote requirement; the motion was seconded and approved by voice vote.

Members and staff also discussed interim measures to reduce vehicles cutting across grass at the facility entrance, including decorative rock or temporary cones supplied by the highway department. Several members cautioned that planned widening of Highway 41 could affect any permanent placement near the road, so they recommended siting the gate and fence to avoid future conflict with right-of-way changes.

The committee did not specify a construction timeline at the meeting but indicated Craig would pursue quotes and comply with any procurement steps required for projects under $5,000. The committee also noted the highway department is assisting with a temporary traffic-mitigation approach while long-term options are evaluated.
