Piedmont council adopts 9 p.m. agenda curfew and overall 10 p.m. meeting limit

The Piedmont City Council voted unanimously on July 7 to amend City Council Policy No. 25, establishing a 9 p.m. curfew for calling agenda items and an overall 10 p.m. meeting curfew unless the council votes to extend the meeting by majority.

Staff explained the draft policy responds to earlier council direction and a desire to better manage late‑night meetings. Under the adopted rule, any agenda item not called by 9 p.m. would be automatically continued to the next council meeting unless the council votes otherwise. Acting City Attorney Denise Pisano clarified that continuation to a date certain is legally permissible and that the council retains discretion to extend meetings by majority vote.

Supporters said the change protects deliberative quality and provides certainty for staff and commissioners who must return early the following day. Council members discussed that items requiring time‑certain decisions should be scheduled earlier on agendas to avoid continuances. Mayor Anderson made the motion and the council approved it unanimously.
