Commission approves library lease, recycling contracts and landfill monitoring payment; tables Boulder Road riprap bids

The Park County Commission voted on several routine but locally important administrative items at its July 7 meeting.

Gardner Library: Commissioners debated rent and maintenance funding for the Gardner Library (the library shares the building with sewer and water). Commissioner Verma proposed charging $100 per month and saving the receipts for exterior repairs; Commissioner Wells and the chair urged a short, symbolic lease to recognize the library’s volunteer efforts. The commission set a one‑year lease at $1 per year so the library can continue operating while pursuing maintenance funding and potential resort‑tax support.

Recycling and landfill: Public works presented bids and the commission re‑signed the cardboard recycling contract with Full Circle Recycling and approved a triple‑bin (plastics/newspaper/aluminum) contract with 4 Corners Recycling; both motions passed. The commission also signed the required annual landfill monitoring reimbursement request tied to the closed landfill trust (county will continue regular monitoring for the 30‑year post‑closure period).

Cole family transfer: Planning staff noted that the Cole family transfer application (SE‑23‑26) had been reviewed by health, planning and the county attorney with recommendation of approval; Ashley Cole, participating by phone, confirmed construction plans and the commission approved the transfer.

Boulder Road riprap repairs: Staff said Staley Engineering submitted the low bid for riprap repairs to address river washout on Main Boulder Road, but Paul the county attorney had not had sufficient time to review contracts; the commission voted to table the contract award until next week to allow attorney review.

Why it matters: these consent and contract approvals keep county services and facilities operating (waste management, recycling, library services and airports); the tabled riprap repair indicates the county is seeking legal review before committing to a construction contract.
