Richmond adopts two‑decade Comprehensive Plan to guide growth and infrastructure

The Richmond City Council voted unanimously to adopt the city’s Comprehensive Plan, a long‑range policy document outlining goals, policies and measurable action items for the next two decades.

Olsson Studios representatives presented the final plan at the Jan. 11 meeting, explaining how the document consolidates public input, demographic trends and infrastructure needs into prioritized actions. Mayor Mike Wright and City Administrator Tonya Willim told the council the plan will be used as a policy guide for zoning, capital projects and grant applications.

The plan identifies development objectives, public‑realm investments and implementation responsibilities for city departments and community partners. Councilor Ron Peterson moved to adopt Resolution No. 452; Councilor Tom Williams seconded the motion, and the council approved it 7–0.

The adoption gives Richmond an official framework for evaluating developments, coordinating street and water projects, and applying for state or federal funding. Officials said the plan will be updated as necessary and be used to shape upcoming work on water system improvements and downtown revitalization.
