David E. Ross recommended for Richmond 210 Lift Station project; later change order trims contract

The City of Richmond received engineering recommendations from Olsson and approved a low-bid award to David E. Ross Construction for the 210 Lift Station and stormwater equalization basin expansion (initial contract amount reported $774,800). The award came after Olsson’s low-bid review process and a recommendation at the Oct. 22 meeting.

At a later council meeting the city and engineer reviewed bid items and proposed contract adjustments. The Council approved a change order that reduced contract bid items by $5,740, lowering the contract price to $769,060. The change reflected agreed deletions and a single added item negotiated with the contractor following review of scope and unit prices. The engineer (Olsson) retained oversight of the design/construction phase and will administer change orders and payment applications during construction.

Vote and next steps: The initial notice of award and contract approval were accepted on Oct. 22 (roll-call recorded in the minutes). The change order was approved on Nov. 12 by unanimous council action; staff will proceed to finalize the contract and begin construction mobilization per Olsson's schedule.

The project expands lift-station capacity and adds a stormwater equalization basin to address recurring SSO and capacity issues in the 210 basin area. The contract includes design, construction administration and observation per the original work order.
