Richmond council awards Hamann Park contract, approves change order and amenities

The Richmond City Council approved a negotiated contract with Macey Excavating to construct Hamann Park and later approved a change order to address drainage and safety concerns.

On Jan. 25 council approved the negotiated contract for Hamann Park with Macey Excavating in the amount of $597,965 (vote 8-0). Construction proceeded through the spring and early summer; work included grading, shelter and restroom construction and other site preparations for the new park.

At the April 25 meeting council approved Change Order No. 1 for $8,275 to replace a contract flap/flume design with a 2-foot-by-2-foot curb inlet and piped drainage down to the creek. The change order was presented by Park Superintendent Terry Dickey to mitigate a potential public-safety hazard where runoff could pass over a pedestrian sidewalk and freeze in winter. Council asked the city attorney to review contract responsibilities; the change order was approved 7-0.

Council also authorized park-related purchases and infrastructure work (grills, pavers, electrical service) and scheduled a park grand-opening sequence for spring after construction finished.

Why it matters: Hamann Park is a publicly funded park project with capital and recurring maintenance implications. The change-order approval illustrates council oversight of field conditions and willingness to authorize additional funds for safety and constructability.

Next steps: Park staff and public-works crews will finish park amenities and coordinate final inspections and ribbon-cutting events with the council and park board.
