The Richmond City Council on Jan. 26 reviewed the city's FY2015 financial performance, highlighted completion of a new wastewater treatment plant, and approved an agreement for force-main sanitary sewer improvements.
City Administrator Ron Brohammer told the council that the General Fund ended FY2015 with an unassigned balance of about $674,210, exceeding the council's policy-required 10 percent reserve of $288,000. Brohammer said the city closed the year with $605,212 in General Fund cash, better than projected, and that all funds exceeded reserve requirements.
The report emphasized infrastructure investments. Brohammer reported the new south wastewater treatment plant was completed and operating, with a final cost of $11,275,357' about $475,000 over original estimates after three relatively minor change orders. He said the project opened the south end of Richmond for development and allowed projects that the old plant could not serve under Missouri Department of Natural Resources (MDNR) permitting.
Separately, the council approved an agreement with H2 Construction for the 10-13 Force Main sanitary sewer improvements. Councilor Deanna Guy moved to approve the contract and Councilor Dave Powell seconded; the motion passed unanimously with seven ayes. The mayor was authorized to sign the agreement.
Brohammer also described other FY2015 fund results: the Solid Waste Fund closed with a balance of $139,699 after negotiating a new three-year contract that added curbside recycling and a $2 monthly senior discount; the Water Fund maintained a strong cash balance of $1,097,928; and the Wastewater Fund closed at $781,815 after committing over $600,000 to the new plant and associated equipment purchases.
The report outlined operational steps to reduce costs and improve service, including converting final waste disposal at the new plant from liquid to solid and adding ultraviolet disinfection for final effluent treatment. Councilors raised no formal objections during the presentation.
The council recessed to a closed session under RSMo 610.021(1) and (12) for legal and contract matters later that evening and reconvened with no action taken before adjourning.
