Council approves $109,862 CIPP wastewater relining project and replat; Outlaw Days permit OK'd

At its July 26 meeting the Richmond City Council approved a series of infrastructure and land-use items, including a cured-in-place pipe (CIPP) relining for the city's wastewater collection system, a replat for Morningside Village and a permit for the Outlaw Days event.

Public Works staff reported selection of 3,925 feet of 8-inch pipe to be relined under a Johnson County contract price of $27.95 per foot, producing a project cost of $109,862.50. The council had $100,000 budgeted and approved transferring $9,863 from reserves to complete the work; the motion passed 8-0. Councilor Powell moved to approve the project and Councilor Peterson seconded.

The council also approved a final plat (Bill 16-22) replatting Lots 3 and 4 of Morningside Village Phase One (approved 8-0) and granted the Outlaw Days organizers permission to use a parking lot and close streets for the event (approved 8-0).

Council discussed bid timing and pricing for other water-treatment work and voted to reject all bids for lagoon cleaning at the Water Treatment Plant, with direction to rebid at a later date. Two sidewalk- and transportation-related supplemental agreements were tabled for further review.

Councilors expressed interest in careful scheduling to preserve competitive pricing and directed staff to return with refined scopes and timing for the water-treatment contracting work.
