Adelanto approves $120,000 Blue Builders contract to rehab Marconi Park parking lot

The Adelanto City Council approved a professional services agreement July 8 with Blue Builders Inc. to rehabilitate the Marconi Park parking lot, a measure staff said will improve access and safety at the city park.

Gary (building official) presented the item and recommended the council approve the agreement for $120,000, saying Blue Builders was the low bidder from proposals the city received. “Staff recommends city council to approve the professional service agreement with Blue Builder Inc in the amount of 120,000 for the parking lot rehabilitation,” Gary said.

Councilwoman Evans questioned a discrepancy between figures in the vendor’s cost breakdown submitted with the original RFP (which showed a $180,000 line for the parking lot) and the $120,000 contract before the council. Staff acknowledged the discrepancy and said they would investigate and report back. Evans said she would vote no until the questions were resolved.

Public commenters asked whether the city could perform some maintenance in‑house and raised concerns about playground equipment and shade at the park. Councilmembers and staff noted Marconi Park is receiving multiple upgrades (new turf, seating, and other stadium improvements) and that some work is funded through separate sources, including insurance for damaged slides.

On roll call the motion to approve the Blue Builders agreement passed; Councilwoman Evans voted no and the other members voted yes, approving the $120,000 contract.

What happens next: staff will finalize contract paperwork with Blue Builders and follow up to clarify the unit prices and whether striping or other items require separate approvals or change orders.
