Board approves tree‑removal for proposed West King public parking garage, conditions removal on permits and financing

The Planning & Zoning Board approved PZB application 20260056, which authorizes removal of 17 significant trees within Conservation Overlay Zone 3 at the northwest corner of King Street and North Ponce (proposal footprint for a public parking garage), subject to a condition that no tree removal occur until the applicant secures required permits and financing.

Developer and project representatives explained the site is a brownfield with contaminated soils in places, argued the garage footprint and circulation require deep footings and significant excavation, and presented a mitigation plan that the applicant said would plant roughly 136 credits to replace about 30 removed credits (17 significant plus additional protected trees). Several residents urged the board to preserve canopy and asked for clearer mapping of which trees would remain. The applicant acknowledged community concerns and said mitigation planting would exceed required credits and that construction and remediation will not begin until financing and permits are in place.

Board members who support the garage emphasized the long planning process and the pressing need for public parking in West Augustine, while others sought binding assurances that trees would not be removed prematurely. The board adopted language conditioning tree removal on the applicant receiving all required permits and financing; the applicant confirmed they had no intention of removing trees before construction readiness and remediation planning.

The board’s approval advances the project to civil plan review; staff and applicants expect future submissions on detailed mitigation, environmental remediation and construction sequencing.
