Resident questions firefighter pension approval, urges review

During visitor presentations at the July 6 Hugo City Council meeting, resident Mark Koll asked the council to investigate a recent $2,000 lump-sum pension increase for the fire department and presented documents alleging a qualifying form (SC 22) was approved for a retiree who did not meet the required 20% yearly service credits.

"I wanted to address the $2,000 pension increase for the fire department," Koll said, and later stated, "This particular person did not reach that 20%... They showed up to 8 calls in 2 years and still received a pension." He asked who approved the SC 22 qualifying form and how to obtain an explanation.

Council and counsel responded that personnel and employment issues are sensitive and that on-the-spot interrogation in a public-comment period is not the usual process. Counsel advised the council that allowing public questioning about personnel matters is within council discretion but recommended declining direct interrogation on personnel matters. The mayor and staff directed the resident to take the matter to the city administrator for follow-up.

The council did not take formal action on the claim during the meeting; staff and officials advised the resident to pursue answers through the city administrator and staff channels.
