Planning commission adopts consent agenda, continues one application and forwards three permits to council

The Richmond City Planning Commission handled several administrative and consent matters at its July meeting: it adopted an amended consent agenda, continued one application and recommended three special-use permits to city council.

Key procedural outcomes:
- The commission approved the meeting minutes from June 16, 2026 (one abstention recorded).
- The commission continued the special-use permit for 3317 Rear Monument Avenue (Ordinance 2026-093) to the August 7 plan commission meeting at the applicant’s request.
- The commission adopted an amended consent agenda (items 3–12) as read by staff.
- The commission recommended three items for approval to city council: Ordinance 2026-155 (5 North Colonial Ave — six-bay garage), Ordinance 2026-153 (2502 4th Ave — day nursery for up to 12 children), and Ordinance 2026-154 (1235 North 36th St — two single-family dwellings and street extension).

Staff also reminded commissioners about an expected heavy docket in August and noted recent council activity including the adoption of four special-use permits on June 22 and one right-of-way ordinance.

All forwarded recommendations will now be scheduled for council consideration; the separate right-of-way closure related to the 5 North Colonial Avenue item remains pending with the city attorney and DPW.
