Board authorizes advertisement for Barrier Island land authority despite calls for delay and funding clarity

The Brevard County Board of County Commissioners on July 7 approved legislative intent to advertise an ordinance creating a Barrier Island / South Beaches land authority, a move supporters say will help preserve the area of critical state concern while critics urged delay and additional public outreach.

Proponents told the board the land authority would provide a local vehicle for preservation, grant-seeking and targeted land acquisitions. Commissioner proponents said an advisory board comprised of residents could guide decisions. Opponents, including members of local conservation and community groups, said they had limited time to review the proposal, wanted a clear funding plan, and worried that statutory bonding powers could be used in ways that would ultimately affect a small local population.

Legal staff and commissioners sought to clarify the statute and potential limits: county counsel noted that the statutory revenue sources for a land authority (a state-park surcharge and a limited incremental tourist development tax) would be modest, meaning the authority would have little practical capacity to issue large, general-obligation bonds that would burden the county at large. Still, some commenters asked that the county delay advertisement to complete workshops and community engagement and to define a mission and funding mechanism.

The motion to advertise the ordinance passed unanimously. Commissioners and staff said advertising will initiate formal public hearings and a more extensive public process, during which the advisory board composition, funding options and ordinance language can be refined.
