Fluvanna planners ask staff to draft rules for transmission facilities and entrance corridor overlays

The Fluvanna County Planning Commission directed staff on June 9 to draft zoning regulations for electric transmission facilities and to develop Entrance Corridor overlay ideas for identified county corridors.

Commissioners reviewed a Louisa County draft amendment on Conditional Use Permits for electric transmission facilities and a Rappahannock County ordinance adopted in March 2026 that sets standards for electrical substations. Commissioners said they wanted Fluvanna-specific standards and asked staff to prepare proposed language and maps to bring back at a subsequent meeting.

Todd Fortune, the county's director of planning, said staff would draft regulations for the Commission’s review. The Commission did not take a formal vote adopting any ordinance language at the meeting; it provided direction to staff to produce proposal drafts.

The action moves regulatory consideration into the formal drafting stage and signals that the Commission intends to scrutinize siting and design standards for high-voltage infrastructure and for visual character along major entry routes into the county. The Commission asked staff to return with draft text and recommended corridor boundaries the following month.
