Rockwall amends noise ordinance to ban construction on additional holidays, council excludes Veterans Day

The Rockwall City Council on July 6 approved an amendment to the city's noise ordinance to expand the list of holidays on which construction work is prohibited, but the council voted to exclude Veterans Day from the final rule after members raised concerns about confusion and enforcement.

Jeffrey, a city staff member presenting the item, outlined the draft change to chapter 16 (environment), article 4 (noise), division 1, section 16-186 (construction work hours). "This amended ordinance would include Memorial Day, Independence Day, Labor Day, and Veterans Day," he said, describing the staff proposal to add those holidays to the existing prohibitions for Thanksgiving, Christmas and New Year's Day. The proposed ordinance carries a penalty provision of up to $2,000 per offense.

Councilman Lewis questioned how the Veterans Day addition would work in practice given that city offices and many businesses remain open that day. "Since the city's open that day, there's gonna be a lot of confusion," Lewis said, arguing Veterans Day should be handled differently. Lewis moved to approve the ordinance with the listed holidays but to exclude Veterans Day; the motion was seconded and passed unanimously.

Jeffrey said the building inspections department already includes information about construction-hour rules with every permit and follows up when complaints arise: "Every permit that is issued is, comes with a notice regarding this ordinance and the construction, hours that are allowed," he said, adding the department posts the regulation online and visits job sites or contractor offices the next business day after complaints.

Why it matters: The change tightens limits on noisy construction activity on widely observed holidays to reduce disturbance in new-construction neighborhoods, while the Veterans Day exception reflects council concern about enforcement and routine municipal operations on that date.
