Council awards Rohmer Park Phase 4 contract, approves 'People Place' swings

The Washington Terrace City Council unanimously awarded the construction contract for Rohmer Park Hillside Improvement Project (Phase 4) to MSCI Construction and approved a related expenditure for leisure swing benches that will be part of a new amenity area called the "People Place." The contract award was moved by Council Member Cheryl Parkinson, seconded by Council Member Michael Thomas, and approved 5-0; the leisure swing purchase was moved by Council Member Jeff West, seconded by Council Member Cheryl Parkinson, and approved 4-0.

Recreation Director Carlos Grava told the council MSCI Construction submitted the successful bid of $260,465 and "did a great job on Phase 3 and are great to work with." Grava said the contractor's work is expected to begin after contract signature and that the phase should be completed by Nov. 1. He described planned top-of-park amenities: six regular benches, two swing benches, tables with chess and cornhole, and an awning for shade.

Parking, durability and heat concerns for swing seats were raised: Parkinson asked how long the swings are expected to last and whether they might become hot for older residents. Grava said moving parts are replaceable, the columns are stainless steel, and staff will consult vendors about paint and shade to reduce heat.

The council noted the project is largely funded through the R.A.M.P. grant and approved the contract and purchase as part of the city's capital-project schedule.
